Agency Plan
The Arizona Department of Education under the direction of State Superintendent Tom Horne is dedicated to promoting academic excellence. American Recovery and Reinvestment Act (ARRA) funds are being distributed to Arizona K-12 public schools as determined by the state legislature, Governor’s office, and through various formulas as prescribed by federal education law.
Impact of Stimulus on Constituency
The impact will be to reduce the negative impact of state budget reductions to education by providing ARRA funds to public schools to preserve education jobs and programs.
Under the ARRA, a portion of the stimulus funding is awarded to the State on a formula basis (ARRA Title VIII). Of that, $195M is directed to schools as authorized under Title I of the Elementary and Secondary Education Act (ESEA); $178M is appropriated for programs under the Individuals with Disabilities Education Act (IDEA) Part B; $12.4M is obligated under the federal Education Technology Grants program, and $1.9M is set aside under the federal Food & Nutrition program.
In addition, Title XIV of the ARRA, known as the State Fiscal Stabilization Fund (SFSF) provides $832M to be directed to public education and an additional $185M for the Government Services Fund (GSF). GFS dollars are used entirely at the Governor’s discretion.
According to the Office of the Governor, the SFSF funds will be allocated in this manner for K-12 education:
Fiscal Year 2009: $250M
Fiscal Year 2010: $224M
Application, Evaluation and Decision Making Process for Award of Stimulus Funds
Health & Nutrition – Local Education Agencies (LEAs) competitively applied for the 2009 Economic Stimulus Funding for NSLP Equipment Assistance through the ADE Common Logon, Grants Management.
Homeless Education – ADE is awarding McKinney-Vento ARRA dollars a formula basis to LEAs who identified eligible McKinney-Vento Students in school year 2007-2008.
IDEA – ADE/ESS has calculated the entire allocation amount for each eligible LEA and has posted the list on the ADE Grants Management web site at www.ade.az.gov/gme under the “fund alert” link names: ARRA IDEA Grant and ARRA IDEA Preschool Grant. Each eligible LEA will submit an on-line application to provide the ADE with information as to how the funds will be used. The applications will be reviewed for compliance with IDEA, Uniform System of Financial Records for Arizona School Districts (USFR) and Charter Schools (USFRCS), EDGAR, OMB Circular A-87, OMB Circular A-133 and its compliance supplement.
The grant application will require assurances from LEA applicants indicating that they will adhere to the quarterly reporting requirements mandated by the U.S. Department of Education. The quarterly reporting will be accomplished by each sub recipient (LEA) through their submission of grant amendments to approved ARRA grants on a quarterly basis.
Qualified School Construction Bond (QSCB) Program – All school districts, including charter schools, are eligible regardless of size or poverty levels. The bond proceeds may be used to finance NEW construction, rehabilitation, repair of public school facilities, and the acquisition of land for the facilities being constructed or renovated.
Title I – AARA funds are calculated on the targeted and EFIG parts of the Title I formula – higher poverty weights apply. Allocations are posted online at http://www.ade.az.gov/asd/Title1/arra/. Each eligible LEA will submit an on-line application to provide the ADE with information as to how the funds will be used.
Title II D – The AARA Title IID funds will be split and calculated as follows: 5% state level allocation, remaining 95% allocated to LEAs. Of the 95%, half will be distributed based on the Title I formula, the other half will be distributed on a competitive nature.
Relevant Timelines and Deadlines
Health & Nutrition – Grant applications were due by April 24, 2009.
Homeless Education – The application is currently available on the ADE Grants Management Web Page and must be submitted no later than July 10, 2009. According to the ARRA Law ADE must award all funding no later than 120 days after receipt of funds from USED which is August 8, 2009.
IDEA – Each eligible LEA will have the option of submitting application for funding in the state fiscal years 2009, 2010 and 2011. ARRA funds can be used for obligations beginning February 17, 2009 and must be obligated no later than 9/30/2011.
Qualified School Construction Bond (QSCB) Program – The application is available online at: http://www.ade.az.gov/Recovery/QSCB.asp. The initial due date for this application is June 26, 2009.
Title I – The entire Title I allocations have been made. 50% of the funds are available now. The remaining balance will be available October 1, 2009. At least 85% of the funds must be obligated by September 30, 2010 and all remaining funds must be obligated by September 30, 2011.
Title II D – ADE is still awaiting the final award letter. Once received, the formula funding will be calculated and the competitive grant process will be posted. Grant information is anticipated to be made available August 1st.
