Agency Plan

The Department of Public Safety’s mission is to protect life and property by enforcing laws, deterring criminal activity, ensuring highway and public safety and providing vital scientific, technical and operational support to other criminal justice agencies.

The Department will leverage funding opportunities made available through the American Recovery and Reinvestment Act to maintain or enhance services that are critical to this mission and to fulfill it’s responsibilities as the State’s designated recipient of federal victims of crime act grants.

In pursuit of these objectives, the following applications were submitted:

COPS Hiring Recovery Program (CHRP) – Application for these funds was made through the COPS web site. CHRP is an open solicitation available to all state local and tribal law enforcement agencies that have primary law enforcement authority. Funding decisions will be based on the quality of application, availability of funding and/or other factors as determined by the COPS Office.

Edward Byrne Memorial Justice Assistance (JAG) Program – Application for these funds was made to the Arizona Criminal Justice Commission through their online Grants Management System. Funding decisions will be made by the Commission.

Edward Byrne Competitive Grant Program – Application for these funds was made online through the OJP Grants Management System (GMS). Funding decisions will be made by the OJP Assistant Attorney General.

Combating Criminal Narcotics Activity Stemming from the Southern Border of the United States Program - Application for these funds was made online through the OJP Grants Management System (GMS). Funding decisions will be made by the OJP Assistant Attorney General.

Assistance to Rural LEA’s to Combat Crime & Drugs- Application for these funds was made online through the OJP Grants Management System (GMS). Funding decisions will be made by the OJP Assistant Attorney General.

Internet Crimes Against Children T/Force Grant Program – Application for these funds will be made to the Phoenix Police Department. They are the pass-through agency for the State of Arizona’s allocation of these Recovery Act funds.

OVC FY09 VOCA Formula Grant Program Funding – Application was made through the OJP Grants Management System (GMS). Applications are accepted from only those agencies that have been designated by the Governor to administer the state VOCA Crime Victim Assistance programs. Funding is allocated to the states based on population. The State of Arizona’s allocation of this formula based grant is $930,000.

Toxicology Services for Southern Arizona – The Department has been awarded $246,437 in support of two criminalist positions that will allow the Department to address a significant backlog in DUI drug cases.

DNA Database Retention (Arrestees) - The Department has been awarded $323,488 in support of four criminalist positions. This award will provide funding to fill two positions that have been held vacant throughout FY09 and will save two positions that were scheduled to be eliminated in FY10.

Drug, Gang and Violent Crime Control Program - The Department has been awarded $547,760 in support of 6.5 criminalist positions and .7 of an administrative secretary position. This award will allow the Department to retain these grant funded positions through FY10.

Case Management System with Intelligence Component – The Department requested $1,400,000 for a project to develop a modern, searchable, case management system that allows for multi-agency and multi-state information and intelligence sharing capabilities.

On November 18, 2009; the Department was notified by the Office of Justice Programs (OJP) that this grant submission was not selected for funding.

Criminal Intelligence Analyst and Research Specialist - The Department has been awarded $766,230 in support of five positions that are considered critical to the uninterrupted provision of criminal analytic and research services to law enforcement agencies throughout the state.

Crime Lab Support for Criminal Narcotics Activity in Arizonan – The Department has been awarded $1,462,256 in support of fifteen positions involved in the processing of evidence related to drug and violent crime cases.

NIBIN Program for Arizona – The Department requested $416,748 to fund two criminalists to process 2400 drug related firearm cases that would otherwise not be processed due to vacant positions.

On November 4, 2009; the Department was notified by the Office of Justice Programs (OJP) that this grant submission was not selected for funding.

Intelligence-Led Policing - The Department requested $1,784,281 for a project which would serve as the nexus of an Intelligence-Led Policing system combining databases from federal, state, and local jurisdictions into a robust searchable intelligence system dedicated to multiple jurisdictions for combating violent crime.

On November 4, 2009; the Department was notified by the Office of Justice Programs (OJP) that this grant submission was not selected for funding.

CJIS Network Upgrade – The Department requested $3,349,602 for a major criminal justice network upgrade required to improve statewide network capacity for sharing photos, fingerprints and other forms of data between local, tribal, state and national information sharing programs, such as the RISS, SARS, and N-DEX.

On October 9, 2009; the Department was notified by the Office of Justice Programs (OJP) that this grant submission was not selected for funding.

OVC FY09 VOCA Formula Grant Program Funding - The Department of Public Safety has been awarded $930,000 by the Office for Victims Crime. This funding must be administered in accordance with the Final Program Guidelines for the VOCA Crime Victim Assistance Formula Grant Program and the applicable provisions of the American Recovery and Restoration Act of 2009.

COPS Hiring Recovery Program (CHRP) - The Department is requesting CHRP funding to cover 75 officer positions for thirty-six months.

Toxicology Services for Southern Arizona - Currently, the DPS Crime Lab has turn around times over one month and backlogs of 800 or more DUI drug cases. Funding is requested for two criminalist positions to address this backlog.

DNA Database Retention (Arrestees) - The Arizona Legislature enacted the DNA Arrestee Database; however, dedicated funding has been cut by 60% in FY09 and will be completely eliminated FY10. Funding is requested to save two filled positions, which will be eliminated in FY10, and allow for the filling of two additional positions which have been vacant since FY09.

Drug, Gang and Violent Crime Control Program – This proposal will provide funding in support of nine criminalists and one administrative secretary. These positions contribute to the control of drug, gang and violent crime by providing scientific examination and report preparation services in support of law enforcement agencies state-wide. These positions are not funded in FY10 and will be lost if funding is not approved.

Case Management System with Intelligence Component - This proposal will provide the Department with a modern, searchable, case management system that allows for multi-agency and multi-state information and intelligence sharing capabilities.

Criminal Intelligence Analyst and Research Specialist – The Department of Public Safety is the lead agency providing criminal analytic and research services to law enforcement agencies throughout the state. Funding is requested to fill five vacancies that are considered critical to the uninterrupted provision of these services.

Crime Lab Support for Criminal Narcotics Activity in Arizonan – This proposal would provide funding to reimburse crime lab costs for drug evidence processing, in light of the 49.4% increase in drug submission to the DPS Crime Laboratories over the last eight years.

Arizona Vehicle Theft Task Force Funding – This proposal would provide funding for two detective positions and additional overtime to impact the transportation infrastructure of drug trafficking organizations through aggressive major case auto theft investigations.

NIBIN Program for Arizona - National Integrated Ballistics Information Network submissions to the DPS Crime Laboratories have increased 428% in four years and submissions rose 93.6% in 2008. This request would be fund two positions to address this increased demand for services.

Intelligence-Led Policing – This proposal would establish an intelligence-led policing database system that could combine databases from federal, state, and local jurisdictions into a robust, seachable intelligence system.

Funding request for Crime Scene Response - DPS responds to requests from rural law enforcement agencies to provide assistance with critical incidents and complex criminal investigations. The Department has identified the need to purchase two Crime Scene Response Vehicles and for training and certification of DPS personnel in crime scene processing.

CJIS Network Upgrade - This network upgrade is required to improve statewide network capacity for sharing photos, fingerprints and other forms of data between local, tribal, state and national information sharing programs, such as the RISS, SARS, N-DEX, etc.

Law Enforcement Helicopter Support - The Department of Public Safety’s (DPS) helicopter program is the only resource of its kind to respond statewide to law enforcement missions. This funding request is for two years of operating and maintenance costs to maintain the readiness status of four helicopters located in Kingman, Flagstaff, Phoenix and Tucson.

Internet Crimes Against Children - DPS requested $115,000 for training, software, and equipment. DPS houses the Computer Forensics Lab at the AcTIC. The Computer Forensics Lab provides equipment, software and infrastructure for all of the participating agencies.

OVC FY09 VOCA Formula Grant Program Funding - The Department of Public Safety will award funding to sub recipient agencies through a competitive grant application process. Successful applicants will be awarded funding in support of projects that provide services to victims of crime.
